CMIP GRANTS TO PROVINCIAL MUNICIPALITIES

The Consolidated Municipal Infrastructure Programme (CMIP) is a national programme aimed at providing grants to municipalities in order to 
facilitate the provision of basic services such as water, gravel roads, sanitation, community lighting, solid waste to the needy South 
Africans.

The grant represents recognition on the part of the government that local governments find it difficult to achieve major redistribution at 
local level, due to the relatively limited revenues at their disposal.

CMIP aims to enhance the developmental impact of the delivery process -by focusing on the transfer of skills and promotion of small, medium 
and micro-sized enterprises (SMMEs), use of labour intensive construction methods and maximizing job-creation opportunities particularly 
for women and youth.

The programme that is in its third year in the Eastern Cape has been allocated R345 million up to the end of 2000/2001 financial year and 
expenditure to-date is R229 million.

Table 1 below shows the summary of funds approved and Table 2 shows the number of beneficiaries per infrastructure category in each of the 
six district councils in the Eastern Cape.

The use of labour intensive methods of construction used on CMIP funded projects has created 269 540-person days of employment to the needy 
people in the province.

Involvement of women and youth, -the majority of whom are unemployed has been achieved under this programme. Individuals working on these 
projects have also benefited on skills transfer provided.

Through the Municipal Mentoring Project (MMP), CMIP provides capacity building and training to municipalities and communities involved in 
the implementation of CMIP funded projects.

In support of emerging contractors and previously disadvantaged enterprises, CMIP has spent R7, 82 million on SMMEs utilized in 
implementing projects, this figure may not: be the true reflection due to reporting constraints in the programme, however that is being 
addressed at the moment.

The objective of the CMIP is to impact far beyond the project area and influences the sustainability of other development efforts.

The Eastern Cape Government is busy developing a strategy to access additional funds from National, should some of the provinces not able 
to spend their allocation.
